Hashimov Ogtay Eli oglu was born on September 15, 1954 in the city of Sharur.

In 1975-1980 he studied at the Nakhchivan Pedagogical Institute, majoring in "Mathematics teaching".

Since 1989, he has been working as a mathematics teacher at Nakhchivan city secondary school No. 3.

He is a member of the Artists' Union of the Nakhchivan Autonomous Republic.
